Why BIM handovers fail and how to avoid them

BIM handovers rarely fail on the day information is handed over. More often, they fail months earlier when information requirements are poorly defined, information quality is not actively managed throughout the project, or the operational needs of the organisation are never clearly communicated to the supply chain.

By the time practical completion is reached, the information package is largely complete. If asset data is missing, drawings do not reflect what has been built, or documentation has not been validated, there is little opportunity to correct these issues without additional cost and delay.

Without a documented Exchange Information Requirement (EIR), the supply chain has no clear understanding of what information the client actually needs. Contractors will naturally deliver information using their own standards, templates and established ways of working, which are often geared towards design and construction rather than long-term operation of the building.

The result is a handover package that may appear comprehensive but does not reflect how the organisation manages its estate or how information needs to be structured for operational use.

Information requirements are copied from previous projects

Many organisations begin with an existing EIR or template, which is entirely reasonable. Problems arise when those documents are reused without reviewing whether they still reflect the organisation's current systems, operational processes or project objectives.

Changes to CAFM systems, asset management processes, statutory requirements or organisational priorities can quickly make an old template unsuitable. 

Generic requirements almost always produce generic information.

Information requirements are defined too late

Information management should begin before the supply chain is appointed. If information requirements are introduced after appointment, contractors have often already established their workflows, agreed deliverables and priced the work.

Retrospective requirements are more difficult to achieve, usually require additional effort and often result in compromises that reduce the quality and completeness of the information ultimately delivered.

Information is only reviewed at handover

One of the biggest misconceptions is that information quality can be assessed at practical completion.

By this stage, most of the information has already been created. If errors, omissions or inconsistencies are discovered, they can be costly and time-consuming to correct. Effective information management involves reviewing information throughout the project, allowing issues to be identified while they are still relatively simple to resolve.

Handover should be the confirmation that information is ready for use, not the first time it is properly reviewed.

Asset data is disconnected from supporting documentation

A complete asset register has limited value if it cannot be linked to commissioning records, O&M manuals, test certificates or warranties.

Equally, a comprehensive set of manuals becomes difficult to navigate if assets cannot be easily identified within them.

Information should form a connected dataset rather than a collection of unrelated documents. Without these links, estates teams spend valuable time searching for information that should already be readily available.

COBie is delivered but never validated

Receiving a COBie file does not automatically mean the information is complete or usable.

Data may contain missing attributes, inconsistent classifications, duplicate assets or formatting issues that prevent successful import into the organisation's CAFM system. Unless the information is validated against agreed acceptance criteria before handover, these issues often remain hidden until operational teams attempt to use the data.

As-built information does not reflect what was actually constructed

Changes occur on every construction project. Equipment may be substituted, layouts amended or services rerouted.

If models, drawings and asset information are not updated to reflect those changes, the information handed to the client no longer represents the building they have taken ownership of. 

This creates uncertainty from the outset and reduces confidence in the information provided.

Handover is treated as a single event rather than a process

Successful handovers are the outcome of good information management throughout the project.

Where information is left until the final weeks before completion, quality issues accumulate and the project team is forced to assemble large volumes of information under significant time pressure. 

Important checks are missed, inconsistencies remain unresolved and operational teams inherit information that has never been properly managed.

There are no agreed acceptance criteria

Many organisations specify what information they expect to receive but never define what constitutes an acceptable deliverable.

Without clear acceptance criteria, it becomes difficult to determine whether information is complete, accurate or suitable for operational use. 

This can lead to disagreements at handover and makes it much harder for the client to require deficiencies to be corrected before accepting the information.

Estates and FM teams are not involved

The people who will ultimately use the information are often consulted too late or not at all.

Can poor handover information be corrected?
